Truck wont start (starter problem)

Guys i have a weird problem. My 2001 Ford Excursion will crank over but wont start. Basically the truck cranks over but seems like its not getting enough juice to start. so i think the batteries are low got them fully charge and same problem. But as soon as i jump the truck with my wife tdi passat starts right up. So i check the voltage at the starter solenoid and im getting 12v. so i think its something wrong with the starter itself. Took it to a rebuild shop and they said its good and has no issues. So now i am back to square 1. any ideas of where to start will be helpful. Truck has no check engine light on.

i honestly think its the starter and want to replace it but the 3 bolt good starter is 200.

First, suggest you get your Batteries LOAD TESTED to determine their health. Second, once you know your Batteries condition and move forward, do a simple Voltage Drop Test to determine if the issue is the Starter, Solenoid, or Wiring.
