Resistor 'pack' installed behind the glove box on the 'side' of the air plenum is used to put resistors in series or parallel and adjust rpm of blower motor. If one or more resistors die, the current won't flow & the blower motor won't motor. They are not expensive, and take a short time to install. Removal of the glove box, or emptying of contents, and springing the 'stop' to allow it to swing down should improve access to see and replace the resistor assembly.

Ok great I will look into that. Was weird how it would only work on settings 3&4 and NOT on 1&2.
Yeah, it is weird. Usually, a resistor pack failure will take out speeds 1, 2 & 3, not just 1 & 2. For 1 & 2 to go out would require two separate but closely related failures.
Check the connector at the switch for melting, as well as the one on the resistor pack before buying any parts. Melted connectors at either end can give some unexpected results.
