What is that valve?
i am sure someone can tell me the name of this.

That looks like what's called the Intake Manifold Runner Control on some other Fords, or Secondary Intake Manifold Control.

Does your truck still have the underhood vacuum diagram label? If so, it should be identified on that. Which year and engine is this from?

label is not there
it is a 97 with 4.0 V6

Looks like it's the 4.0L SOHC engine. Per the factory service manual, that's called the "intake manifold tuning valve (IMTV)."
