Does your scan tool need power from the OBDII port to operate? If so, are you saying it powers up but doesn't function? Did it ever communicate with your truck before or is this a new symptom?
It Powers up, had to replaces it's batteries. But when I turn the key on it just won't recognize it. I just got this truck so I haven't used it. Works fine on other vehicles.
Should be the fuse for the cig lighter. It also powers the OBDII diagnostic plug.

pulled the oil filter cap off, new filter was soaked in oil, none standing in the bottom of the container. I crank it for maybe 2 seconds and ran back around and saw some oil draining back through the bottom somewhere. I haven't tried cracking the frame rail fuel filter again yet, but it's still cranking.
You need to check FICM output/input voltages. You want 48 volt. Do you have ScangaugeII or anything to monitor?
Did you find where you pulled the fuse from originally? Check 103.
Did you figure out what fuse you removed yet? Look at the pic I posted above and see what you have missing. It's going to be a fuse above with the ** next to it (maxi fuses).
On your last picture, fuse 601 through the bottom, where are those?
I have 5 fuses in slots marked Not Used. 2, 3, 5, 21, 48
I do not have fuses in 6, 9, 10, 14, 25, 36, 48 (says not used anyways), 104, 105, 106, 111.
Some of those I'm not worried about, but 36 sounds like of important. And to clarify, the only fuse I removed was one of the maxi 30A pink. I bought one yesterday evening to replace the one I robbed, so I have the correct number of those now. I'm waiting for a local diesel performance shop to open to as them for help.
