If I just want better headlights, can I replace with stock, or do I need to upgrade?

I don't want to change the grille, or bumper.

You can either buy new stock lenses for your 1999 or you can buy new 2005 lenses, only cut the header and change the pig tails and have better lights. No need to change the bumper and grill, even if you use the 05 lights, unless you want to.
