I believe you have to take off the whole fender length. It's pressed together at that join, at least it was on my narrower 68 trim. I never tried to pull it apart. The ends of that piece are bolted from behind at the front and at the opposite end by the door. Plastic clips hold the center portion. Once you get the whole piece off you should use all new clips (available at the major repro vendors).
