Overheating

This is a 1996 f 460. We have replaced thermostat the radiator fan clutch and a sensor. Still over heats with a/c on and it gets to the l on the gauge in truck. Any advice as what else to look for. There is no shroud on it. The garage said we did not need one. This was a longtime ago. It cools down when I'm driving against the wind. HELP. We have to pull a trailer

I would put a shroud on it, the airflow is concentrated on the radiator and will assist in cooling. Have you flushed the block? There may be some build up that is restricting the coolant flow.
