Help with Speedo coupler #

Is that just a mechanical cable-to-cable coupler, or is it a cruise control vehicle speed pickup?
I had a 1982 LTD, the big car, that had two speedo cables. A long one from trans to under the dash, and then a short one from under the dash up to the speedo head. The two cables were coupled together via a speed pickup. The electrical signal from the speed pickup was then fed to the cruise control electronics module. I vaguely remember mine as being bigger in diameter, and maybe beige plastic on the outside of it. But they sure could have changed the design from 1979 to 1982.
A car without cruise control instead would have had just one long speedo cable then, I think. That was a loooong time ago!
