I have a 93 Ranger 4x4 4.0 5 speed manual trans. The truck had 125,000 miles on it when i bought it and since then i have been trying to fix the Cruise control and speedo problems im having. My speedo will bounce all over and sometimes it even stops and sits at 0. once in a while it will stay still momentarily and if i hit the gas, the speedo would go down, and if i let off it would go up aprox. 10mph. The cruise control will engage but it will constantly pulsate and does not hold the speed i set it at. it goes up 10mph, then down 10mph etc. It has just been messed up since i bought it and these are the things i have done to try to fix it. Replaced VSS sensor, Replaced Gear on VSS and made sure it matched my stock tires. Replaced speedo cable and lubed cable. (made no difference) Replaced Cruise Control Servo. Check all vacuum lines for leaks. According to my haynes manual, it says that the VSS sensor should have at least 10 volts to the vss. Mine has only 1.6 volts. Has anyone else out there ever had a problem like this or could anyone give me a couple of ideas to try.

Maybe bumping this request for input will help.
You may have more than one problem.
Seeing as how this is a 93 vintage model & vacuum is involved in the cruise control regulation of vehicle speed, be sure to check for vacuum leaks in lines, fittings & vacuum modulators!!!!
Also seeing as how the speed-o needs a uncorrupt signal from the VSS & it's also acting out & you say the voltage to the cruise control computer is only 1/10 of what it should be, you need to find out why it's so low.
Maybe a faulty component, like the speed control amplifier, VSS or their electrical connection/s, or ground point.
I know you said you replaced the speed sensor, but just because it's new, doesn't automatically make it good, so test it & make it prove itself.
Your speedo is not operated by the VSS but instead by cable so you indeed have two unrelated problems. Many of these early 90's Rangers had speedos that had bad jewals in them, causing the needle to bounce, read slow, and dance, especially when cold.
Thanks for the VSS/speed-o correction Bill, I just plain forgot what year/model was involved here. Gettin old with a memory about this ~ long is a bummer!!!! lol
Yup, speed-o instrumentation & maybe a speed-o cable in need of lubrication????
Could be salvage yard picking time, although I had the same problem about 10 years ago, with my 85 Renault speed-o & have thus far fixed it with a dab of "Marvel Oil" from a pin oiler, onto the speed-o bearings. Of course if the bearings are shot, as Bill said, only instrument repacement will do.
