What is this mysterious device? It would appear to be some sort of vacuum operated device, but I am not sure what. It is on a 223 inline 6. Thanks a bunch!
Early engines had road draft tubes. In you engine the tube prob went in the block where you plumbing is attached. The tube would go straight down prob to the pan bottom and have a 45* angle cut upwards front to rear of the tube to create a draft as the truck went down the road. Your oil fill cap needs to be a breather type unless there is a connection to the air cleaner for fresh/filtered air to enter the engine for the draft tube or your PCV system to work.

PCV system introduced in 1961 and was mandatory in all sold new in CA vehicles, may have been mandatory in other states as well.
When vehicles came in to CA from out of state without PCV, aftermarket PCV kits sold by auto parts stores had to be installed.
