I have a leak in my inter-cooler system. I have replaced all the hoses. Is there a reason I should not pressure test the system with 20psi?

This might sound silly, but are you using rubber or silicone couplers for your intake/intercooler plumbing? Reason I ask is because heat ruins rubber ones and makes tiny cracks that only appear under pressure. My 3rotor twin turbo RX7 runs hotter than hell on a sunday, so it got silicone at every junction.
Besides, silicone couplers are dirt cheap on eBay.
It won't hurt anything to pressure test your intercooler at 20psi. Just make sure you get a good seal on both ends first. Unless you modified it (reworked end tanks, added bungs, etc) it shouldn't cause a boost leak.
