What is your elevation? you look to be pretty close to sea level by the MAP at idle.
Just to makes sure your sensors are in working order. On a cold engine With the key on engine off compare the map to the baro sensor and they both should be within .2 PSI of each other
Your top MAP gauge is taking absolute MAP and subtracting Baro, were as the lower is giving the absolute pressure.
Boost (gauge) = MAP - Baro
