This is a pretty good indication that all of your glow plugs are not lighting up. The glow plugs get to 12,000 degrees or something like that, which should ignite diesel without plugging in the block heater at anything above 20 degrees. Varying amounts of smoke at cooler temps.

I put a new glow plug relay (I think it's called) a few months before it went down. I really could not tell that it made a difference. Maybe they are just shot.
Just take a digital volt ohm meter and place it across both the big terminals (one meter probe on each) on the GPR as someone turns the key on in the (cold) truck (but not start it). You should see the voltage drop from whatever your batteries are putting out, to zero. If it goes to zero (not 1 or 2 etc) then the relay is working fine. If you still read any voltage then the GPR is not working correctly. If you have problems it is either the GPR is bad or it is not recovering the correct signal to turn on the glow plugs.
You said the hpop reservoir is empty. Did you drain it or did it drain its self? If you have a leak on the high pressure oil system it is going to be very hard to start cold and even worse hot and it will run like crap

Well, I thought it was so I cranked it over and it threw oil out at me. I guess I was mistaken,.

Thanks for that info. I am going to check that and try to get the new IPR on this weekend....... I know I shuld probably change the oil and all first but I just want to see If it will start. If it does, I will stop there and get all the needs I need to change it all. Fuel filter as well.
At this point there are several things going on. You say that it died years ago and never fired again.
Can you check for codes?
Also, unplug the fuel bowl heater and check that line to see if the fuse is blown. (Can not remember which fuse it is) if the fuse is blown, put in a new one and leave unplugged.
If you have a bad CPS it may not start/ run.....
What is you oil level? If you get too low, the injectors will close (held open by oil pressure) and the truck will not run. The HPOP having no oil in it is something to look into.
You will need your batteries in top charge mode because you will be cranking on and off for a while to get the oil pressure biult up and get fuel to and into the rails.
What is your fuel pressure, as the fuel filter in the bowl or tank may be clogged.
