I don't think so, from the picture it looks too big to be Econoline. '74 and earlier Econolines used the three spoke wheel. In '75 they started using the same wheel as the F series. '78 up vans also had a three spoke that was optional, but it was a padded wheel.
What I think it is, is from an F/B-500
