Good morning, I have recently changed my fuel filter in my 2000 f-250. Has a 7.3, didn't tighten the bowl cap completely started fine but was leaking fuel around the cap. I tightened the cap and then she stalled out. Hasn't started since. I filled the bowl, primed the system by turning the key numerous times, fuel pump is humming but I don't see fuel coming into the bowl. I started it with a shot of starting fluid but still nothing after it died. Any suggestions would be greatly appreciated.
Since you were inside the fuel bowl, let's start there...
Possible fuel bowl heater failure, which will cause fuse #30 to blow.
Check fuse #30 under the hood. If it is blown, the truck will not start.
(I disconnected and removed my fuel bowl heater years ago.)
To test, disconnect the water sensor/fuel bowl connection from the back of the bowl, then replace fuse #30.
Try to start the engine.
It sounds to me that the valve in the fuel bowl hasn't opened. Try taking your filter out and putting it back in. There is a valve in the center pin that closes if it thinks the filter isn't there. Maybe your filter didn't catch it to open it when you installed it?

OK I see the center pin, looks like there is a tab on the bottom of the cap that pushes this down when the cap is applied. I'm assuming if the cap is tight then the valve is open?

Still nothing...the fuse was OK but I put a new one in anyway.

You may want to push the top of the stem with your finger a few times to make sure it moves freely, there are Windows either side of this pin that line up with Windows on the internal valve of this pin she it is fully depressed, not sure if you can see them while the bowl is in the truck or not. If these windows don't line up no fuel will flow out of the bowl to your heads.
And yes if everything is properly installed the filter pushes the valve open when you tighten the cap.
Some people remove the internal son this pin sometimes. It is just there to stop silly people from trying to run the truck without a fuel filter in there.
Are you sure the fuel pump is working?
Disconnect the fuel line from the front of the pump. Get a friend (this can be your spouse) to sit in the truck and work the ignition key while you lay on the ground beside the truck. Have the friend turn the ignition on and you look for fuel squirting on the ground. The pump will continue to squirt for ~ 20 seconds if the pump is good.
No fuel = bad pump.
