Crossmember bed bolt question

Crossmember bed bolt question
About the front crossmember bolts in the 53-56 beds, the ones without washers, should they be counter sunk so the head is flush with the bed boards? Where they countersunk originally?
When I rebuilt my truck in 99 I did not countersink them. What have you guys done?

I have an F-250 so I am not sure how helpful this will be?
On the front cross member there is a metal tab under it so I did not protrube the bolt past there.
On the other cross members I actually used countersunk bolts so none of the "extra" bolts actually go thru the wood they ended up flush with the top of the cross members the wood sits on.
