I'm from Montana also, I was cruising Craig's list last week and found two Excursions with Cummins conversions in Utah. The one had a rebuilt 12 valve with 10k on it, the other had a 24v with a lot more miles. I'm still a ways out from buying my excursion but if I was buying today that 12 valve would be in my driveway.
Also someone mentioned going north. Edmonton Alberta craigslist has a 2004 6.0 162,000 miles for $12,000 CAD. Which converts to $8,700 US ridiculous cheap if you ask me. It's clothe interior though 😔
I am not saying it has been tampered with but I am always suspicious with older low mileage vehicles that have mechanical odometers. Especially if they have a cockeyed leading digit like that 9. A "hanging digit" is a tell tale sign of an ameture roll back job.
Again not saying it has been rolled back but I would give the vehicle the once over twice and look for other clues that would confirm a 100k condition vehicle

Many, if not most, mechanical odometers will look like they're "hanging" immediately after rolling to the next digit. 98001 ?

Considering the OP is specifically looking for a low mileage vehicle I think it is rather important to point out my concern with a part that in my experience looks like it has been tampered with.
I'll buy your explanation of the 9, care to explain the 0 in front of it ? That digit should be rock solid centered as it should have never moved ?
The trip meter looks dead on to me. The 3 on a constant rolling wheel so it will always be off in motion.
Anyhow, I am sticking with the notion that a used vehicles value is directly affected by mileage and I am sharing a concern with something that I have direct experience with in the real world, not just something I read about. You are certainly free to ignore the advise if you choose to.

EXACTLY what I was going to say. Every truly "clean" and MINT MINT MINT Ford product I've seen with a mechanical odometer was perfectly straight with every digit lining up perfectly. Just my personal experience.
Let's move on. Perhaps you would like to share some of the many methods you mention that are used to confirm accurate mileage.
So it's your belief that you can still unhook the speed-o cable & run it backwards with a drill on a 00 year model !! It's just as likely mechanical or electronic to pop in a new/different cluster. The only way I know to get a clue is to run the vin thru car fax, ect. ect. & look back at it's history/records . That gives some idea.

The mechanical odometer in that Ex is even easier then the mythical backwards drill. You would need to go back to the 60's and find a Odometer made by VDO to use the drill method, but it slow and tedious. The Ex can be done in about 15 minutes.

On that white V-10 I'd want to ask for more details on the $650 suspension upgrades and find out what gear ratio it has.
