In Washington (state), the plates generally stay with the vehicle. If they are older than something like 5 years, they often make you replace them with a new set even when the car hasn't changed hands. If the plates are recent, you simply register the car in your name and keep the same plates, but add a new date sticker on the rear. If the plates are near their end of life, they just give you new ones which you get to pay for of course.
If I were buying in Washington and planning to put new tires on, I'd suggest doing it in Montana instead of Washington. We pay over 9% sales tax here, and only certain out of state driver's licenses (such as one from Montana or Oregon) will exempt you from our sales tax. No sales tax in Montana, and I find the tires are often a little less expensive on top of that.
Should be a fun trip and the Fords here in Washington are usually very rust free despite all the rain we get. Probably a great truck!

That changed this past year. Seller keeps the plates, and buyer has to buy new ones. The plates are good till August so I want them back so I can transfer them to my F-100.
Haha! That's awesome. Still on the road! As of this moment we are sitting in Souix Falls, SD eating supper then heading as far east as we can before getting too tired. When we finally make it back home I'll start a New thread with tons of pics for you guys. It'll make an interesting story for sure!
