My research shows all harness are identical however
I found that there is a difference at he wiring in the plug that goes to the transmission (manual)
also found a small difference in the connector at the icp
Fuse #3 (3 Amp) supplies power to the IVS. If it is blowing then the IVS won't work. If that's the case look for wiring shorts to ground. Fuse #2 is the fuse that protects the wiper system and is a 30 Amp.
it has a manual pcm. (known good) however a 1995
I tried a known good 1997 pcm from an auto. it starts but hunts (romps three times before idle settles down.
still no throttle
On the IVS there should be 12 volts on the brown wire with key ON. Pressing on the throttle you should have 12 volts on the other wire, Red/Org. If so the IVS is working. Fuse #2 only controls the wiper circuits so that is not the issue. Still sounds like a IVS issue so check the voltages to eliminate it.

I was having an issue with a 7.3 that would run, but no throttle.
I searched high and low to find out if there were any wiring harness differences between 95 and 97. and everywhere says they are all the same
WELL THEY ARE NOT!!!!
here is what I found after many hours doing pin tp pin etc.
what I had :
1997 cab
1995 engine
1997 engine harness
1995 pcm
1995 idm
With a 1994.5 eng compartment harness
- no start with key
- idle only/no throttle
- long cranking to start
- cel on
(note harness plug has visably less wires)
With a 1995 eng compartment harness
- starts with key
- long start time
- idle only no throttle
- cel on
- blows #2 wiper (30a) when key is turned on
With a 1997 eng harness
- stars quick
- no cel on
-throttle works
