It may be difficult to see, there could have been a piece of crud or dirt sticking to the valve seat. Clean everything thoroughly and blow out all carb orifice with shop air, make sure fuel volume and pressure is correct. Set float level. Betcha it will be fine.

67-mid 77 were " highboys " you have what is called a " lowboy" ( 77.5 - 79 ) all completely normal for that truck.
