Won't start please help

89 302 5 speed manual
Had a leak in tank so I took it out and fixed it. Bought new fuel pump for the inside of tank and replaced it, also replaced the fuel pump on drivers side. Put it all back together and now the truck won't start. It only kicked once right off the bat but now there is nothing. There isn't much pressure coming out of the relief value on the engin block. Idk what to do now

Is the pump actually coming on when you turn the key on? Maybe check the inertia switch to make sure it isnt tripped? Relays good? Fuse good? Check for power at the pump wiring would be my first step if everything else checks out.

Check to see if it will start with ether in the air box.
If it does then it's the fuel pumps, check for fuel pressure, check for operation of the fuel pumps, check for proper install of fuel pumps.

Where did you buy the pump? After market pumps have a nasty reputation.

It's been a while since dealt with the two pump setup, but I bet it's the pump on the frame. The pump in tank is a low pressure just to get fuel to the high pressure pump on frame. Check for power there.

If it works when it's warm, and you still have power when it's cold with very low pressure, it's probably a bad pump. Like I said earlier, aftermarket pumps are notorious for being defective right out of the box. I worked at a parts store when I was in high school(15 years ago) and fuel pumps were the #1 defective exchange item. It's not the safest thing, but I have pulled the exit fuel line loose from that pump to make sure the problem was not down stream. That pump will shoot fuel across the shop, so be prepared. You have checked the pressure at the rail, right?

We were messing around with the wires under the steering wheel Column and we did something and pump turned on I then turned the key off and turned it back on and nothing so could it be a wiring issue, we have not checked the rail pressure

It just doesn't make any sense why both pumps will work in the warm shop but not outside in the cold

If it was an Airtex pump, JUNK. I've had nothing but trouble with that brand. Bosch may not be 100% but have had good luck with them. Sounds like you might have a corroded connection somewhere or maybe need a new relay.
