When the timing is right do you plan on adding a winch up there?
If so, the additional screw holes will not look good.
I would leave it as is without bonus holes. Get a piece of 3/4" Flatbar roughly the width of the plate. Mark the fbar where it lines up with the existing holes on the bumper and drill them. Use these to mount the Flatbar to the bumper w existing holes.
Attach license plate to holes just inboard of the holes holding fbar to bumper.
