Almost every IL vehicle has some sort of dumb personalized plate that no one can figure out.

Many have their initials on their plate... lol

When the timing is right do you plan on adding a winch up there?

If so, the additional screw holes will not look good.

I would leave it as is without bonus holes. Get a piece of 3/4" Flatbar roughly the width of the plate. Mark the fbar where it lines up with the existing holes on the bumper and drill them. Use these to mount the Flatbar to the bumper w existing holes.
Attach license plate to holes just inboard of the holes holding fbar to bumper.

When you add the winch, but a flipster....recommended by Pirate on my thread.

^^^ agreed. They have plate mounts for winch fair leads as well.

So I planned on taking pics of custom plates all day yesterday (while I was out at least) and posting them up, but in less than an hour and after missing more than a dozen just because I didn't feel like pulling up my camera every time I saw one this is what I found:
