Michael said to put it there so that's what I did. There isn't a way to bolt it there so I'm trying to figure something out more permanent.
step1: place plate in desired position
step2: mark the 2 upper holes in plate ( Left & Right )
step3: drill a small hole at EACH mark (Left & Right )
step4: place plate BACK where you had it in step 1
step5: drive a #10 sheet metal screw W/Washer in BOTH holes ( 1 at a time, Left & Right)
step6: stand back and admire your work
step7: go have a beer

Y'all are overthinking things... Strip the powder coating and just weld the sucker on there.
Although why an Excursion has a plate that says Bronco on it is beyond me... Especially after a fast, furious and heated debate via texts trying to decide which version of Badhorse the original was. Didn't that one end up reading 3 bad *****s (women of ill repute) or something?
License plate is made from aluminum and the bumper is steel so welding them together is out. but if you are set on permentantly bonding them a 2 part epoxy would be sweet

On a side note, In my travels I have noticed that VA has more custom tags than anywhere else I've seen, it seems like more than half of the VA tags you see are custom deals.

IIRC we have the highest percentage. It really pisses me off to be honest as 99% are pointless. I've seen "butter on top" for one as far as hundreds of others. It's only a $10 charge to get a custom plate so everyone does it. When I was a kid seeing a custom plate was like seeing a shooting star, everyone pointed it out and it was always amazing to see
As far as drilling holes I have no access to power tools at the moment guys...

No kidding, it's ridiculous. I've wanted one for the Chevelle for a while, but I have a hard time swallowing the up charge that costs more than the registration itself. On a side note, it turns out if you have a vintage license plate in good condition, the DMV can assign it's number to your vehicle. So for my birthday the lady found me a set of Texas plates from 1971 and they're on the car permanently
