Talked to the machine shop and he figured out the issue right away. Somehow the pistons were put in the wrong spot. We reordered the way he said and sure enough the engine turns over.
Now to start the rebuild of the heads.

I'm guessing he tried putting 1-4 in the left bank and the when adding 5-8 on the other bank the bind occurs, same effect as putting the rods on backwards. This would cause the bearings to ride on the crank radius and no side clearance between the rods..
Hiball would be correct. I guess the people who disassembled the engine *(my brothers) didn't know which side was 1-4 and 5-8 and got it mixed up for us when we started reassembly.
