Are you stating that you are seeing 30.71 VDC at ground on the PCM?
If yes, could you verify this with a standard volt/ohm meter?
Has anyone removed or changed the wiring on your batteries? If yes, make sure they are not in series and being charged.

On case there's 0 ohm to ground - my batteries are not in series - they are parallel --- my right side dies on the road

OK. Please explain the "30,71 volt" from above.

OK.
Are they being charged?

I have seen the 30.71v in car gauge pro and don't understand why

Maybe the car gauge pro is incorrect. Do you have a standard volt/ohm meter that you can use to verify the reading.

Yes -- --- the case voltage is 0v to ground but other posts I see sometimes 14 to 16 volt ???
Means case ground not 0v to ground ???

I'm pretty sure there's no PID for "PCM case ground." Just because it exists in Car Gauge Pro, doesn't mean it's relevant.

Grounds generally should be 0 Ohm or way less that 1 ohm (I don't get worried on automotive grounds showing a 0.1 ohm resistance, most of the time you get resistance on ground checks, it's due to surface corrosion, clean and repeat). If you have 0 vdc from anything that should be grounded to ground is good, means there is no potential voltage between the two measurement points. It's like measuring on the same post on the battery, no voltage potential exists. Grounds should read 0 vdc when checked to other grounds unless they are isolated grounds or different circuits, I don't know of any of those type circuits in our trucks.
