Carb Question

My Holley 1904 developed a leak at the bowl, so I got a new gasket and it still leaks. I noticed that there are two lock washers on each of the 4 screws. There is one at the head of the screw and another that's between the bowl itself and the carb body. Are those supposed to be there? They don't show on exploded parts views. It seems these washers are keeping me from tightening it a the way down.

Thanks Number. That's the exploded view I was referring to. Just to confirm, there should be no lock washer between the bowl (98507) and the body (9512), only on the outside of the bowl? The extra ones I'm referring to are right where 9512 is pointing. One lock washer per screw? I just want to make sure I'm seeing it correctly.

There should not be any washers between the bowl cover and the body of the carburetor. Someone probably thought that adding them would prevent the cover from being overtightened and warping it.
