If you have a sensor after the cat, you have to get a tune or chip to fool the computer into seeing the right mix after the cat. Without doing that, it will eventually run in a limp or cold mode or worse.
As for power, unless your cat is clogged, you will never feel the difference, as any gain will be a WOT at max rpm or close to it.
Funny that you would ask actually. I just put my cats back on after them being off for a year. And I can tell you that you will hate it. One one mine was plugged so I cut them both out. The drone was so damn loud it was crazy. It runs rich constantly to the point that it makes the truck black next to the exhaust tip. Also consuming fuel way more than normal. I can tell you that this week after putting them back in the drone is mostly gone, I got a full 2mpg better and the power is back in my truck. Hold a gear on hills much better. I wish I'd never have done that. Just one mans opinion but first had experience.
