I am starting to lean towards its a bad device/OBD2 adapter, however the company did get back to me pretty quick last night, I will wait to see what they say tonight when they get to work on the other side of the world. Worst case scenario I have to find another adapter that work, just hope this on would have...

Yeah I down loaded it and tried to test the connectivity, did nut do much for me. Phone connected to the obd, it beeped 4 times, then it just stayed in a blank screen? No nada?! Bad obd is my synapses. .. thus far

HAAAAAAAA, Yeah I figured that part out, after pushing connect is when it beeped 4 times and nothing happened, there was a little spot above for messages and nothing popped up? I waited a little bit, 5 minutes and nothing ..
Back in town and I had reveived the new OBD11 adapter from the company I had initially ordered the first one from, and after trying the new device I had the same problem? My phone pairs with the device but then it will not connect to the ECU? I find this strange that two differant devices will not connect to the ECU, I am starting to think the device is not capable of doing so? Within the Torque app it does state: "some cheaper clones have difficulty connecting to the J150PVM protocol.
Might just have to bight the bullett and buy a different device and get one that is known to work with our rigs, the 10 dollar "value" adapter is turning out to be bunk, and my time is worth more than this-

Haa, yeah no bueno! You know I got back from vacation yesterday, picked it out of the mailbox and came to work. I have only been able to try it on our second out ambulance here with a 7.3 and I am assuming it uses the same protocol, but it does not connect to its ECU either?! Good times, I will maybe try it on another vehicle when I get home in a day. As for now, no luck with the EX!
