Hello, my 351 powered van having issues. First the key switch was very very hard to turn, so much so, I figured a little old lady could not have started this van. I mean it took some physical strength. Got to where the column locked up once and was finally able to get wheel to release by continued efforts to turn steering wheel back and forth. Starter just barely grunts once, sounding like timing is too high, but isn't timing.
So, I'm assuming ignition switch bad? How to replace on 84ish van with non tilt?
What it sounds like, is your having a problem with the lock actuator inside the column, best shown in this picture-

I have found that the tilt and non-tilt columns in the mid 90's are really not that much difference. I'm sure the same applies to the mid 80's column.
If the lock actuator is not functioning properly, that will effect the push rod to the ignition switch, in making the correct contact, and results are what your experiencing with the starter "missing".
The only real solution is to tear the steering column apart and find what parts are worn out and replace the needed parts.
GM did make a lot of steering parts (ACDelco brand) for all the manufacturers at one time, All AMC Jeeps have all GM steering parts, columns, steering boxes.
