My 2000 F250 is not wanting to start already this year. I checked the relay and wasn't getting full voltage across so I replaced it and still hard to start. Before I start the glow plug replacement I thought I would through out the question, Is there anything else to check before I do the glow plugs?? I can key on and off 3 or 4 times and get it started but thats at 50 and 60 degree weather.

Slow cranking or slow to fire? Two different problems. Slow to crank is batteries, cables, solenoid or starter. Test-clean-replace. Slow to fire can be clogged fuel filters or poor quality fuel or yes a bad glow plug or two. Test-clean-replace.
Engine spec(assumed diesel 7.3 ) and mileage on it?
FilterS right? Isnt there a primary and secondary filter on this rig? Also make sure the air intake filter isnt clogged. Still hard to fire report back...
Have you checked the new glow plug relay to ensure its working properly? Have you checked the harness or done the mod to ensure good connection at the UVCH? Then you would ohm the glow plugs before 'tearing into them'. Do you have a block heater? Does using it cure your issue or make no difference?
Next time it's hard to start try 'jumping' your glow plug relay with a screwdriver for like 20-30 seconds and see if it makes a difference.
