Anyone have a low cost creative solution for roof rusting that does not involve a major body shop repair and paint job. I was wondering if it could be chemically neutralized and then covered (sealed) with something like Line X?

I thought about doing this, removing the racks and line-x the top, its not rusted but is faded out. It would probably work great! To neutralize the rust, you would need a converter, then paint whatever you wanted over it, I thought bedliner because its tough.
Yes you can. My clearcoat was coming off in many areas, but hadn't started to rust too bad yet. i used an epoxy primer and monstaliner on mine. The work is in the prep.
It is not too bad yet. I have three or four spots the size of a quarter where the paint is totally gone and some rust has started. I have other places where the paint is starting to peel.
What type of prep did you do? Sand...prime...paint...chemical stabilizer?
Getting it to this point was the work, the painting was easy. Three weeks of prep, three days to paint. Sand, prime, and paint and the usual removal of parts and taping. Not a difficult job if you have any kind of painting experience.

Beautiful! I have a Gold Ex and I just pulled a huge dent out of the bumper using a frame puller and an oxy acetylene torch. I am about to paint it and now you have got me thinking about going black instead of gold. I tried beating out the dent with a 4 lb sledge but the steel is so thick on the front bumper that it barely even budged. I had a body shop quote me almost as much as I paid for the whole truck to replace the roof since it had some rust holes from the previous owner not washing off the salt water after he/she went surfing. They wanted to get a donor truck and cut the roof out and replace my whole roof. Instead I was able to cut out the rust spots, weld back in plate steel where needed and then bondo, sand, primer and paint the roof. Only cost me a few hundred instead of a few thousand.
I had the pros do my roof...it was like $16-1800 I don't like the idea of weakening structural integrity...by doing anything that will not stand up over time. Complete strip and repaint is expensive, but I want to keep my truck forever...it's a love that my wife is jealous of!
Looks great NCTunaut. I like the Line-X on the cladding and bumpers. Is the rest of the truck painted or Line-X as well?
The entire truck is coated with 2 coats of 2part epoxy primer and 3 coats of OD green monstaliner. All the cladding, plastic and bumpers are done in black monstaliner. I plan on keeping her forever, then as my son says, "he's has dibbs."
I probably have a grand in primer, paint, thinners, sandpaper, rubber and wire wheels to do the entire vehicle.
