That can be caused by low ATF level or a loose/missing internal filter.

When checking this plug, you don't want to check them "to each other". You need to put your black lead on ground (frame, engine block, etc), and the red lead on the pin for the solenoid you want to check. I would put the ohm range in the 10-20 range on your meter (depending on what you have). You are checking its resistance to let voltage flow to ground.
