Your steering shaft connects via couplings to the CV steering rack.. the PS pump connects to the PS rack. Or, you could probably get a manual rack like drag racers do for new model Mustangs.
All the '03-up Crown Vic, Mercury Grand Marquis, Mercury Marauder and Lincoln Town Cars had power R&P. I'm not sure that there's a manual rack available for this application (?).
If not, it isn't a good idea to run a power rack without hydraulic pressure being applied to it.
Aftermarket companies make non power R&P for the Mustangs of that era. I'm not 100% sure if it would be a direct replacement for the Crown Vic, though.

Good chance the MII R&P unit (from a smaller '74-'78 Mustang) will be narrower than a CV R&P unit from a much wider '03-up Crown Victoria.
It doesn't hurt to investigate it but, these will probably be the findings. Mounting points of the unit may not be the same either.

Early-on, after I bought my truck, I had visions of installing an '03-up CV front suspension and a T-Bird Super Coupe IRS. I even went so far as to buy each of these items (an '03 civilian CV front suspension and a '90 T-Bird SC IRS W/Traction-Lok 3.27 gears).
As time went on though, I couldn't bring myself to cut up my Ranger's frame. If it was just a base model or a Custom, it might have been different. I went with a (power) disc brake front suspension from a '77 F100, instead --and I added power steering.
I have 296/50/15 on the back of my 57' right now but I am curious as to if anyone has went wider. I am pretty sure that I can fit 315's but I'd first like to see if anyone had first hand knowledge.
You could always try measuring to see if them 315's fit. Summit racing sells a kool tool that will bolt on to your axle and you can adjust it to any size to replicate the rim/tire size of your choice. That way you can make sure they fit and have clearance enough before you buy the rims and tires and find out the hard way.
