What is this piece called? (see pic) when my engine runs idle, my tach indicates 0, and if I start driving the tach indicates (almost) correct.
Also I wonder if this affects shifting?

I have a C6 so this would not affect shifting, but my Tach reads about 100 RPM with the engine shut off. The sensor has been unplugged for a week while I'm doing some work in the engine compartment and right now the tach is reading about 50-60 RPM. I subtracted the difference when I used my tach to set engine idle speeds.
Is this error a function of the tach sensor or can the tachometer itself be correctly re-calibrated?

The tachometer recieves a small electric signal from the sensor that tells it how far to move (Think analogue voltmeter or ammeter, or a sending unit). If your tach is not at zero when the truck is off, it has nothing to do with the sensor.
I'm not sure how the position motor (I dont know the proper term) connects to the needle, but if you want to fix it, you would likely have to take the gauge itself apart. (Perhaps there is a gear train, and a tooth jumped? Maybe the needle's shaft has moved within the position motor?).
