I don't know, but the stock bumper has a hole for a hitch ball.
Aftermarket hitches generally attach to the frame and have the ball below the stock bumper.
I installed this hitch on my 94 Bronco, so I can probably answer any questions you have about it. I'm not sure what you mean by "rests below" the bumper. Are you asking about the horizontal bar that goes from the driver side to the passenger side? That part of the hitch doesn't really hang below the bumper, it's almost behind it. When the hitch is installed, the only part you can see is the square receiver; everything else is pretty much hidden. If you crouch down so you're at eye-level with the receiver, you can maybe see a little of the bottom edge of the horizontal part, but that's about it.
Thanks exranger06 that's pretty much what I was wanting to know. I should have said "does the receiver come out below a stock bumper" or "do I have to modify the stock bumper." I didn't think I did but wanted to make sure
