brake peddle is soft

My 03 Navigator has a soft , and deep peddle. The pads and rotors are in good shape. I was thinking the master cylinder. Somebody else mentioned the brake booster or vacuum line , but the vacuum line is " sucking" Anybody have ideas on what to check.

Try a full bleed with $20 worth of brake fluid. Start at the right rear, farthest from the master cylinder and work forward.

Ours is also soft at times, and will sink while at a light.

I plan to do a full flush and I assume that will help. I need to double check if the ABS has any special procedures.
