Long and short of it is I was sitting in my truck answering emails before I took off for home and noticed my VGT% at 14.7 concerned I stared at it for a bit and noticed it was jumping from 14.7 - 85.3 did this a few times then settled into its (my trucks) normal range at idle 50-60%
It drove home fine... great boost 23 max on the logs no issues at all
is this a sign of the VGT solenoid going out or is that just the vanes sweeping?

It's the PCM telling the turbo what it wants the turbo to do.
Even though this plays into the OP's problem/question.....If we hear the engine changing tone/sound as this happens does that mean the VGT is actually doing what it's suppose to? I ask because mine does the same thing the OP said his was doing albeit a little slower and I do hear the engine changing tone as it is doing it.
I did notice minor changes in boost when it was happening -.1 to .5 at idle so I figured it was actually working vs just being commanded. I just wasn't sure if it was supposed to go to max / min like that.
it is cool to know that they (solenoid and turbo) are working right, the rest of the engine is kicking *** too. to the point that my paranoia is fading away. A few more things to do with the axles / hubs and she'll be at 100%
