Fe blocks and heads
Hello are the 390 that they made into a 360 the same as the 428 block in size/ dimensions
I have a 1968 f250 2wd with a 360 fe
And found stainless steel headers that fit 1965-1976 f250 2wd with the 428
But if blocks and heads are the same couldn't I use the headers on a 360

The blocks are externally and dimensionally identical.
You need to figure out whether the heads are low-rise or high-rise and what exhaust manifold bolt pattern they have....

Interesting, "And found stainless steel headers that fit 1965-1976 f250 2wd with the 428" since Ford never installed a 428 in a truck. Most manufacturers don't list things like that. I would investigate further.

The intake ports & exh port runners are Taller. Most header will fit either tho, where as the intake ports is what really matters as the two don't line up as a miss match.
Do a search to see the difference in sizes.

DIYFord clearly describes and shows the difference... did you not read through the articles and look at the pictures????

Exactly. I think they are using the "428" designation to reference the 14 bolt pattern rather than the standard 8 bolt pattern.
