OBD problems

I have a 1988 F250 5.8L Windsor. Neither my mechanic or the Ford dealer can pull any codes off the OBD system - they can't connect to the system. I realize that there is an alternative method of reading codes - counting blinks etc. - but is this as reliable a method? The problem that I am trying to investigate is a complete lack of power on hills.

Counting "blinks' is just as accurate. Or you need to purchase an OBD-1 reader.

Thanks, I'll count the blinks. I don't need a OBD-I reader, but it wouldn't help if I did. The mechanics who have the OBD-1 can't make a connection.
