Yes, it does have speed control. I see the note you're referring to and will check my assembly again.

You know what? I haven't put the steering wheel back on. I just put the turn indicator lever on so it would operate, but the speed control wires haven't been re-attached. If that's the problem I'll know in the morning.

LOL! The ground is via the brushes that are on the back of the steering wheel, so....

Your turnsignals will never work if there is no power at the flasher. Make sure you have the key in run when you check it.

I knew there was a reason I felt silly sitting in the driver's seat without a steering wheel in front of me. Since that and the horn assembly grounded the turn indicator system I thought that would be the fix for sure, but I put it all back together a couple times. Still no power. I'm back to the wiring diagram, right? And checking to see if there is power to the pins on the connector. That will be the next step unless one of you know another option.
