I just went through that problem, my 8 month old battery cables were rotted inside the sheathing. Changing them to a 6 year old set of cables cured it. The po bought them from the parts store across the street from his tire store. Chinese copper?, my starter cable had black carbon like rot and the strands broke easily. the positive cable was white all the way through and was glorified dust. Use dialectric grease on my posts and clamps and they were in good shape.
