Just taking a wild guess, I'd probably look at the multi-function switch (turn signal switch) AND the grounds to the body. Maybe test the headlamp switch too.
Do you know any history of the vehicle? Flood recovery perhaps?
I am not sure where the ground points are in this truck. I did fix the problem by adding a ground wire to both tail lights everything is working perfect now.
