Before ya do anything else check the cigar lighter fuse #12 under dash box.
It may be just the DLC connector has no power. Shared circuit with cigar lighter.

Just an update. I downloaded the IDS 75.00 on my other laptop and tried both computers on my 6.0 plus an 06 Crown Vic and a 2010 f150. All vehicles show the same results. ''Can't communicate with the PCM'' .
Tomorrow will be 1 week since I could get ahold of the Vendor. I am up to $1,500. and have a usless tool and no support from the seller.
If this turns out bad, can I warn forum members to steer clear of said vendor ?
If older VCM not VCM2 then the cable between the unit and the computer
has a USB to NETWORK converter that can fail.
Where did you buy this? How did you pay for it?
If Ebay you may have some protections. Paypal and
you do most times. Also if you used a credit card.
File a report with them. What ever one you used.
Don't wait. With a non-responding vendor it's time
that can be running out and with some you have less
that with some others. Ebay,Paypal and credit cards
do it now of kiss the funds good-bye. $1500 is not
a small amount to toss in the can.

Yahiko, I found this seller on Ebay and made the purchase in early OCT. of 14. He took item off Ebay and sold direct to me. . Time issue at least. I got from him a 3 month licence so I could update and flash if need be. Used it twice and worked fine at that time.
Fast forward to early March of this year.I wanted to check a TBC fault ,so when I hooked IDS up I couldn't get on. I called him and he said the subscription had run out and I would have to subscribe again. I just want to diagnose. He tried to download over the net thru TEAM 9 to the toughbook CF18 , but the download was taking too long. So he had me send it back to download ver. 75.00 . Got it back on 3-2 . [TEAM 9 gone]
Came back from seeing the kids in PA on 3-7 just in time to start my unexpected EGR/STC fitting repair. Hooked IDS up on 3-17 and thats when this problem started. I called him[ACTUALLY GOT THRU TO HIM], and he gave me a Tech's phone #. Spent 2 hrs. on the phone w/Tech with no success. Tech was a real nice guy.
I don't want to name the seller until the week ends ,but I have booku hours trying to figure this out and getting pissed at this point. Poor customer service , no calls returned and his site states refunds ok.

My scan software if I don't use it for awhile. Sometimes I have to re-establish the computer to interface connection, rechoose which com port to use etc.
Like moneypits shots showed. It is a laptop based scan software similar to IDS just not as strong.

It's possible. The network connections I'm referring to has nothing to do with accessing the internet in this case, it has to do with how your usb device (vcm) communicates with the laptop.
If you are using a genuine VCM with Ids software,, you need to be running v95. Iirc we are at v95.04. I think subscriptions are one year only. Your only option is call rotunda and renew. I think it's $650. Yearly. You are trying to bypass the security that ford relies on to keep us paying for Ids.
I know that there is a program out there that will clear a bricked unit and let you
reload it. That is dependent on a good unit that is onlu having a software lockup.
Just found out something tonight.
Did you do a fresh install of the OS on the laptop? I was playing around
with a new clone and found that the Ford part of the software was unhappy
with one of the drivers that are used on the Toughbooks. It would not allow
the program to even start. What I am getting at is id it's a fresh install did you
install all the same drivers and device software as the last time? How I ended up
getting it to work is by removing all the added drivers and software for all
but the Chipset,video,sound and network. Seems to be working now.

lazy programers that don't have a clue how to write clean code.
