None of the dealers in my area seem to have any with the tailgate step, or the side box steps either. I see very few of the 11-14 models or Super Duties with the tailgate step, either. If I want either, which I do, I'll probably need to place an order or have them locate one.
I don't think it's a major deal to add one later if you have one without it. Might cost a few bucks more, but you should be able to add it on to any F-150.
I have an '15 F-150 Platinum Super Crew short box. The tail gate step and assist arm I use all the time when getting into the box. Since I have a "ARE" topper on the truck bed I find the assist steps on each side behind back doors are worthless to me, but they were on the truck when I bought it.
Exactly my experience. Since I have a fold up hard cover (BakFlip) there is virtually no use for the slide out side steps. But the tail gate step is one of the best feature on a custom ordered truck with most options.

From what I have seen the inside of the tailgates with the steps are different, so if your truck didn't come with one the only way to get it is to replace the entire tailgate.
Might be cheaper to get a Bedslide. I know I want one. I try to avoid loading anything in the truck bed that requires me climbing into the bed. Big items go in my trailer.

We did have a bedslide in our Tundra and Tacomas; at least some of them. It is a very handy item, but it does somewhat impact what you can load in the back.
