The only real way to clean raw aluminum wheels is to polish them. You can buy good polishing pads and cones at any NAPA store or on line. Some of the smaller foam polishing wheels will work for the lighter stuff.
Start with a decent compound. I use tried and true Dupont polishing compound. It will take time and effort. There are no short cuts. If the crud, on the wheel, is especially tough, you could try Dupont rubbing compound. It is a larger grit. Just be careful with it as it can scratch aluminum and then you'll have to polish out the scratches.
After it is clean, use a good automotive polish then wax. They should look great for quite a while.
