i have 3 of these trucks for atleast 15 years and i never had a issue getting an oil filter off.
any tricks? the thing wont budge.
i now have two rubber straps on it and still wont move. is there any reason why its stuck? any other tool i can use?
the filter is now starting to collaspe.

Mine did the same way while I was having my oil changed,they couldn't get the filter to breake loose,a man came by and said to poke a hole in the bottom and let the oil drain out,they did this and then they were able to take it off,don't know how this worked but they were able to take it off then.
I wouldn't use the rubber strap tools, to mulch flex. if you try a regular metal filter wrench and that don't do it try a 1/2 in. or so rod approx. a couple of feet long if necessary, sharpen one end and pound it through the filter near the bottom is best. It should give you plenty of leverage to get it loose, if you need more leverage add a length of pipe. This could save the expense of water pump pliers.
I've had the same exact situation.. And I used to work at a quick lube dealing with sticking filters all the time.
Take a large screwdriver, pop it through the side of the filter (going in horizontally), gently drive it through with a hammer until it pops out the other side. Then you have a nice large handle to give you lots of leverage. I've never had one not work this way. A little messier, but it gets the job done every time.
I've seen the screwdriver-through-the-side trick do a fine job of cutting the filter in two as well.
What are the strap wrenches doing? Are they slipping? Or just refusing to turn the filter? Depending on how its shaped, if it's just not turning, you might be able to slip a pipe over the end of the handle for more leverage. Otherwise, one of these silly things - Oil Filter Wrench with Locking Jaws - might just grab it.

so i drove a rod through the filter and still wouldnt budge
then when i added filter remover with a bike chain (took both going at the same time to get it to move. wtf
i only hand tight my filters.

I have to actually work it between the frame and body. I grip it just below the base. There was one time I couldn't break it loose and I ended up destroying the filter completely. I tore as much of the filter out of there that I could to where I could get to the base of the filter. I then used a hammer and chisel. Be careful if it comes down to this. You could go through the filter and damage the base thereby not allowing new filters seal like they should.
