Yes that is a trailer brake controller connector C210 that plugs into a pigtail that you buy at a trailer store.

The controller wiring:

Hey subford, I have the brake control same wiring, but under the hood on the driver's side the red/white/blue are cut. I just bought this truck used and can't get running lights at the rear plug. Any thoughts? Sorry storchmj I didn't mean to hop your thread..

Sorry I do not have any wiring information for your 2004 F-series truck.
