I have a 92 Ford F-150 with a 4.9 inline 6. It will not change and I can't think of anything else to do to it iv replaced the altornator and battery iv looked at all the wiring and they look good I need help!!! Any ideas
It's important to keep the battery on a charger overnight and/or top it off till things get sorted out. They will quickly lose capacity or even be ruined if chronically undercharged. And a defective battery presents a serious load to the charging system and can damage it.
There is a fuse that can keep the alt from charging. Also make sure there is voltage on the green with red stripe wire. This is the one that turns the alt on.

Iv looked at all the fuses under the hood they all are good would it be in the truck?
Check for voltage on the green with red stripe on the alt with the key on it won't be 12 volts but should have a voltage value. Yellow with white stripe should have 12 volts all the time. With truck running check voltage at the big post on the alternator shoul be 14v + then check it at the battery should be 14v+ if the battery is down in the 12v range then you need to check the fusible links.

There is nothing on the green with red strip when the key is in the on position
Iv replaced the cluster how would the cluster have to do with the changing system
Did you not say above you did not change the cluster?
The wire you said was dead with the key on that turns the alternator on passes through the cluster. If someone puts a 1994 or 1995 cluster in a 1992 or 1993 truck the alternator will not charge as the cluster plugs are wired different.

I changed it with a similar on I still have the one out of the truck I'll put back in
