I'm assuming you mean house breaker/fuse. I would check you extention cord for cracks/fraying. When the engine is just starting, it could be twisting enough to short out the block heater hot to neutral or ground.
Some block heater manufacturers say to unplug before starting the engine. The flow of coolant can create small air bubbles near the heating element, shortening its life.
