I would avoid strobe and instead go for LED. Strobe requires high-voltage power packs, heavier cable, etc., and the tubes have a limited lifetime. Most emergency vehicles are being delivered 100% LED now.
If you're stuck on hideaways, look at the Feniex Cannon (or Cannon 360). These are multi-color lights that can be wired up to replace your turn signals, brake lights, etc., and have a warning function as well. That said, a hideaway will never be as effective as a dedicated light head...
For plowing, I would look at an amber mini-bar on the roof, plus hideaways or dedicated heads on each corner.
